They should have established a close bond forming between them beyond a scene where they shoot the shit before grabbing a taco or Orange being shot in a manner that is more directly attributable to White so it would make sense that he was so guilt-ridden about Orange getting shot.

Exactly, he's been close friends with Joe for years. There would need to be an extremely strong bond or sense of guilt for him to kill Joe over. It's established he feels guilt because he literally says as much but circumstantially it should be a greater incident of his responsibility than Orange getting shot as the two of them hold up a car. If you listen with headphones you can hear Pink struggling to start the car which keeps stalling then when he gets it going there's gunshots a crash and then a bunch of cops yelling at him. In between all the shouting you can clearly hear Buscemi shout "Don't shoot! I've been shot goddamnit!" and eventually a cop saying "stay on the fucking ground. Don't you fucking move!"
He very clearly gets apprehended moments after leaving. Maybe he would've gotten away had the car started immediately though I suspect with the surrounding police presence he still would've been caught.
