Good comedy is inherently offensive. It exists in a very narrow band between the socially acceptable and what could be called "fighting words". You get to say the thing that everybody thinks but nobody is allowed to say.
Inoffensive humor is just horrible. It's just composed of shitty quips and references to things nobody cares about.

In that single scene in OP you had a go the Swedes, Brits and foids (a foid is in this scene too) all at once and the people wrecking the world (mostly foids, but jews and minorities too) have no sense of humor because they DO NOT want you to say the thing everybody is thinking and the people writing comedy don't want to draw the ire of the offended because those people tend to have high positions in the film industry.

People don't know much about Kazakhstan so you can make up things about the place and people are tickled about their own ignorance but also amused by how the joke lines up their vague ideas of a place. Sweden's most popular sport might not be cow punching (like in Borat's Kazakhstan) but Sweden being at the forefront of penis enlarger pump technology sounds plausible. The specificity of it being Sweden instead of Germany or Switzerland (known engineering nations) is also funny because while it does sound like a feat of engineering, penis pump tech is also obviously a lesser form of it, making Sweden seem like a better fit
