That's Lynch pretty much summed up. Every scene is made up on the spot. And then the Lynch midwits gather on reddit and other message boards and make up some kind of mythology and what someone actually meant by yelling one-one-nine or a dwarf running around an office with an ice pick.

Maybe it's art, but it's definitely bullshit.
