I've never seen a parody that's not funny. Naked Gun 1-3, Airplane, Scary Movie 1-4, Austin Powers & Johnny English (idk how many sequels), Hot Shots 1-2, Tropic Thunder, etc.

the writers and creators were fans of the more campy spy movies of the 60's and 70's. They created entertaining movies that used Bond as a reference point but not the complete focus of the callbacks. I'd say it was a love letter to those movies far more than being a Bond spoof centered film.
