At least in Metropolis it's mostly aliens and stuff, not nutjobs preying on their fellow citizens.

There is literally zero downside to being a criminal in Gotham other than getting beaten up occasionally by Batman. The police are beyond corrupt and let you do whatever you want, you can become rich, if you go to jail you'll get out the next week because the Penguin just staged the next mass breakout and you can continue committing crimes. Realistically the only hazard is running afoul of one of the supervillains, but you need just not join one of their gangs. Just be an independent criminal like a robber or a rapist. Think about it logically. There is ZERO need to wageslave in the DC universe when the only punishment for ill gotten gains is Batman drop kicking you and putting you in a couple weeks timeout at Blackgate.
