>powerless puppet that literally no one in china wants anywhere near the government
>exploit 'reforming' him as part of a propaganda campaign to show that literally anyone can be turned into a model comrade

Because Mao said that the biggest mistake the Bolsheviks ever made, was turning the Royals into Martyrs, instead of converting them with the power and superiority of Communism.
Mao (and the CCP) largely believed in reeducation rather than mass executions like the Bolsheviks and French Revolutionaries.
Does anyone in China care about Puyi today? Nope, Yet while alive he was a living god until he was turned into a fucking gardener and museum tour guide.
If Tsar Nicholas and Anastasia were sent off to work in a factory, or whatever, nobody would be worshipping them today like so many Russians do, they wouldn't have been shown to just be human.
