Most trade shows I've been to have had booths with attorneys who practice law specializing in the show's area of interest. Sounds like the attorneys working in those booths are in violation for that rule. Same for the ones who show up to anything related to immigration, looking for clients.

It's fair game if prospective clients themselves inquire at those booths. General advertising is allowed.

The ABA model rules are just suggestions. Most states haven't adopted them word-for-word. Generally, if a lawyer believes that a person may need legal services, those services can be offered.

In short, the prospective client has to contact first, and not vice versa. However, the lawyer is free to advertise to the general public.
