It's a pretty forgettable film; only the first few minutes are truly kino. I feel the same way about the sequel.

It's actually a clever sociological analysis on how poverty creates violence and in turn this creates a violent response from the state, and how elitist out of touch white liberals are also unable to come up with an alternative solution due to how out of touch they are with the real Brazil. They don't understand the shit military police has to go through and why they feel compelled to answer like they do.

So in a sense the movie solves nothing, because it is critical of both the violence in the favelas, the violent response by the State, and the out of touch liberal critiques of said response, it doesn't really present a solution to the problem, but it's a scathing analysis of Brazilian society and def not a low IQ movie.
