Its sort of implied, but I doubt it. Unless Earth 828's Victor von Doom just remained in hiding, I don't think the tony stark look-alike is from this universe because it seems like Reed and Sue are tied into the whole global peace keeping stuff.

They can bring anyone back (literally bring them back from the dead now with FF baby) and nothing matters at all. It's not even time travel where they have to make things make sense. Well considering that they plan to reboot all the characters after secret war means that they are trying to raise the stakes and having a infinity war that doesn't pussy out like end game. Sue is pregnant with him the first half of the movie, gives birth to him in space, Galactus senses his power from her womb and says he'll spare Earth if she gives him Franklin, then G and Silver Surfer follow them all back to Earth just trying to get the baby. Sue DIES and Franklin brings her back to life. He was a huge part of this and definitely will be in other stuff later.
