Prater, like most of the world, thought Dexter had been dead for over ten years. Whether Prater knew Dexter was really the BHB doesn't matter.

Hell, Charley was done discovering who Red was, and then Dexter did the same thing just a few days later.
Red was on borrowed time for his killings. I'm sure there have been instances where Prater invites a killer to dinner, and later that killer is caught or killed.
It was just lucky that Dexter got to him first and decided to be cute.
Now we get to find out if Prater is clueless about the Red swap, or knew that Dexter was just Dexter Morgan the moment he walked in the room, or if he knew Dexter was the BHB.
What would really be interesting is if Prater knew Curt from New Blood. Seems like a possibility.
