You essentially have to enter a verbal contract with them, thereby consenting to pay them for owning a TV. This is where alot of people get tripped up when they knock at your door. They're not really looking to see if you have a TV or not, everybody has a TV, they're looking to snare you when they talk to you.
Since the BBC is either partially or fully funded by the British government, and has many politicians in its pocket, it has the leeyway over the courts to carry on this racket.
The best strategy is to simply ignore them, do not respond to their letters, do not answer the door to them.
They'll take you to court if you do business with them, but they don't have the legal power to kick down your door if you ignore, for they know that if they made too big a stir, they would quickly be run out of the country.
Statistics wise, young people don't own TV's and those that do don't watch the BBC. It is almost entirely old people paying for this bogus license, the majority of their money comes from taxes. The easy solution to this is to simply wait it out. It costs money to operate this racket and if it is no longer profitable, they'll just quietly disappear on their own.
