We know that Superman has time travel powers. He could go back to the beginning of our solar system and throw every bit of pre-planetery mass right into the sun. There would not be a an earth for life to start on. So he would prevent every crime ever commited.

If you have the ability to prevent crime and don't act on it you share at least part of the resposibility for its outcome. Superman therefore is the worst criminal of all time.
