They have an EER rating that is the rario of watts of electricity used vs the watts cooling produced (measured in BTUs). They are getting more efficient now but the process still has a lot of loss due to waste heat. In adition to the refigersnt cycke mentioned above, in a central air installation your furnave motor runs to circulate thag cooler air through the home and none of that energy is recovered. Any inefficiency in a system becomes heat. An 80% efficient fan motor means 80% of the electricity you feed it becomes mechanical energy and the other 20% becomes heat.
Just getting that electricity to the home also produces enormous waste heat due to transmission line losses. So even if its a solar farm or hydro plant, the power lines heat up as the electricity is transported from the powerplant to the place it is to be consumed. Thermal cameras are used to monitor power lines especially in the summer as the highest useage in a city comes from air conditioning. Some california fires have been caused by dry brush not being cleared from around power lines that are at or exceed their peak summer current load caused by air conditioning.
