My theory is that the leaders of the USSR knew the system had stagnated and by some point in the 70s, realized they had no hope of catching up with the West. They shrewdly let the whole thing fail and fall apart, then played nice with the West so they could acquire technologies and goods previously unavailable to them. Once they had their fill they closed ranks again and Russia is how going back to the USSR system.
