They were going for a bit of a DIY look, where you can believe (with some suspension of disbelief) that Peter made it out of various shit he bought online. The shoes look like this because they cut off the soles from running shoes, which contributes to the sort of "sportswear" look of the whole thing. I think it fits well enough.
