For an example of where this wasn't the priority and was never considered, you don't need to go far. Go watch Destroyer, where the soundtrack wasn't treated with the same foundational quality for many of its scenes. Hence, despite being amazing, it never actually reaches the same borderline magical quality that would elevate the scene above what you actually see.
