In four of his six movie appearances he's not. He's just trying to get rich but needs Superman out of the way to do it. In the 1978 movie, Superman wasn't even a factor in the equation until after his plan was already fully mapped out.

This might be a waste of characters but I would rework Despero and or Mongul as Brainiacs henchman. I choose them because they don't really pose any threat in my opinion that you don't get from Brainiac or Darkseid. So kind of keep their backstories as ruthless despots of their respective worlds, but Brainiac has come along and destroyed their worlds but found them individually as worth keeping in his servitude.

I have this thing about cape movies in general and them constantly wasting their arch foe on the heroes first conflict. Despero would have been perfect as an "entry level major threat" in a Superman movie. But no it always has to be Luthor or Zod.
