BS..... Crime has dropped across the board everywhere, every decade, since the 1960s. We have never lived in a safer time in modern history. Most of this driven by modern tech and better economics.
Giuliani could have done nothing but jerk off in his office every day and crime would have still dropped. Being the 1990s had one of the largest drops in crime ever and it was everywhere. He basically failed upwards.
