There are two things going on:

1) Acting is a life long skill and people who are 23+ are invariably better than teenagers which is why you mostly see people in their 20s playing highschoolers. There's also issues over minors acting, they have to keep up with school, they may not know if they really want to be an actor, all compounding why older people play young people.

2) Hollywood is in a downward spiral where the cast is getting older and older and they're not breaking new blood in. This leads to short-term profits, but at the the cost of long-term sustainability. The people casting are also getting older and have nostalgia for the older people themselves, and this draws old audiences so again it's a compounding this.

The first point above is perfectly doable but the second is what's leading to the stagnation of the whole industry and why Hollywood is basically dying.
