The Batman II villains are Hugo Strange and Anarky. Strange is Bruce's psychologist after the events of the first movie and he creates Anarky as a pseudo-Batman.

oh, and Jeremy Saulnier/Jesse Plemons both pitched a Rorschach project to James Gunn who blew them off because he doesn't want to deal with another Todd Phillips and Joaquin Phoenix situation where they both ignored his existence during Joker 2's release.

That doesn't sound so bad actually. I hope they make Anarky stick out from Heath Ledger's Joker. He definitely had some shades of Anarky in his characterization. Hugo Strange is cool but I hope he doesn't deduce Bruce's identity right away.

Lies. The villain will be Black Mask and his gang of masked henchmen to copy the theme of escalation from Nolan's movies, the Catwoman anti-hero type will be Azrael (the black version, not Jean-Paul). There will be parallels/inversions between Azrael following the Order of Saint Dumas and Batman acting within the law/with the GCPD.
Catwoman isn't in the movie. he'll maybe have her own movie spin-off, but that's not a sure thing and it won't be with the previous actress anyway.
The love interest will be Silver St. Cloud.
