If you were to make a perfect EVA movie series, you'd need to incorporate 80s teen drama elements from John Hughes films, dark psychological war film elements from early Vietnam war films, dark surreal 70s sci-fi elements from stuff like THX 1138 and Stalker, political thriller/althist elements for Misato, Ritsuko, and Kaji's arc, and of course very imaginative surrealist elements borrowed from Lynch and Coppola.
All Bay would give the film is the schlocky, 80s Bruckheimer influence, which while very important and crucial to the success of an EVA adaptation (Anno himself is a MASSIVE Top Gun Fan who credits the movie for kickstarting his military fetishism and inspiring him to make Gunbuster) would ultimately miss the forest for the trees.
