Am I right in interpreting this scene as The Joker laughing his ass off because the whole movie you just watched was some bullshit story he told the black lady psychiatrist in the ending scene?

What sequel? It ended here. Joker realized he created Batman years into the future and he now has the motivation to break out of Arkham and go face him and that's it. Didn't you see the "THE END" title card plastered on the screen?
