You don't need the scouring of the shire in film form, over the course of the series we physically see how the hobbits grow and change, merry and pippin go from a pair of stupid careless assholes to knights of great kingdoms who can do what needs to be done, sam realizes his own worth and the value of his courage and becomes self-actualized, and frodo becomes suicidally depressed. It doesn't need to be hammered home with an extra chapter when those arcs are presented in visual form. That plus a 5 second scene in the little hobbit bar where a few meaningful looks tell us they can never really go home again because they aren't the same as they were before they left is all the meaning in the scouring of the shire.
