Basic drugs don't stop you from having dreams, but the drugs they specifically give kids to make them stop dreaming does stop him from being able to kill them. Its honestly such a lame limitation for an iconic horror villain to have, another being the fact that he's pretty much permanently bound to Springwood

A big part of it is that whatever they put in food these days is stopping people from having dreams, or ar least remembering them. I'm 27 and I haven't remembered having a single dream since my early teens. Its hard to truly be afraid of a character like Freddy when you never actually find yourself in the world where he could hurt you
