Why don't cartoon characters change their clothes? It wouldn't cost much for the designers and animators, so why do they have them in the same identical outfits?

anime does exactly the same thing. fluidly animated animes tend to be short, if you look at long running animes they are animated in much the same way that family guy or the simpsons are. very little motion and static character designs.
