Its rarity is proof enough that people can get by without it. The only real long term use for paper is writing things down but you'd have to keep it in a jar for safety anyways and you can still write things down with chalk like the kid does.

If it were set at the time of the movie, it'd be incredibly boring. There's nothing left as per what everyone in the movie says. Every single person in the movie says humanity is on the verge of extinction. There used to be floating Atolls as far as can see, clogging the horizon, but the smokers destroyed them all. The Atolls tried to be sustainable only allowing births when someone died. The smokers based their religion off of everlasting growth. So a game would only work if it were set a few decades before the movie. And even then, there's not going to be a whole lot to do that hasn't been done already in other games. Fetch quests, go here, go there, trade, fight smokers, rinse repeat.

The longer cut seems to imply there will be others like the Mariner, if there aren't already, and those mutant adapted humans will be what continues on, the regular humans are in their final years. Even the group that found dry land, they're not gonna restart civilization from there, they're just going to live comfortably.

Why do they try to execute him for being a mutation, when a man with gills would be the most useful possible thing? No one could fish like him, and he could retrieve both dirt and artifacts from the seabed for trading with easily, and he could greatly assist in maintenance of the atoll given he can just go underwater to work on parts they'd struggle with.

I'd roll out the red carpet for him and beg him to stay.
