The Creeper and Pennywise are a bit of a stretch I think, they're in good films but I wouldn't count them among the greatest. And Carrie is arguably a victim more than a villain. Dracula as missing as the other pointed out, as are the other classic movie monsters, and in my opinion Jigsaw is a classic horror villain given the influence and longevity of the Saw franchise. Hell, maybe even the hook guy from I Know What You Did Last Summer.

I would say there hasn't really been a strong horror icon for the last 15 or so years. Maybe Terrifier, but people seem to have mixed opinions on him.

Say Scream for 2000 to 2010 is crazy. I actually like Scream 3, but you didn't get Scream 4 until 2011. He completely dominated the 2000s and also was the strongest horror icon of the 2010s even though his power level weakened.

His 1st, 2nd, and 4th movies are good. But most of the other stuff is pretty shit. The SyFy movies were decently entertaining, but they feel like such a low budget step down compared to the better parts of the mainline series. Seed of Chucky is one of the worst movies ever made.

Saw was very popular, but I wouldn't call Jigsaw or the puppet a horror icon. I bet if you asked most people the name of the puppet in your pic, they either wouldn't know or would say Jigsaw, which isn't correct. Saw is more memorable for the traps than the actual villain. Scream masks were still selling every Halloween throughout the 2000s and there weren't really any other competing horror icons so I give it to Scream.

The Scream mask thing peaked super early in the 2000s before Scream 3 even came out. It was done so early that Scary Movie 2 didn't even feature it. I think you're severely underestimating Saw's iconic villain.

It's got to be Michael Myers. The first big screen major movie slasher. Classic film, classic director and even got the title of Halloween to cement the film and franchise with the holiday. Then it's Jason and then Freddy. Everyone else is a tier below.
