i think jonah leaving nebraska and going to nyc fits in the 10 year or so gap from season 6 to now, and it fits with prater becoming rich and presumably being confident enough to connect with killers, and it fits with the age of the cops who investigated the ripper case. so practically it makes sense

Not the exact same thing, but I have a friend who used to work for the NSA, and you'd be shocked with just how much red tape stands between law enforcement and access to that information. Congressional approval is required by default if it's a US citizen to look at the stuff that's been collected on them, for example. Even if they stamp whatever is put in front of them, you still need to rouse some boomer, there has to be a clear and present terrorist threat, and the scenario is treated somewhat serious in general. They can't just crack that shit open easily.
Then again, I don't think for a second that three-letters like the CIA aren't allowed to just skip all that shit because our intelligence community only comes up with rules so they pretend to follow them without actually giving a shit or bothering, but unless the person is an outright terrorist that kind of evidence is going to wind up pretty faulty in court.

Because without a link to the victim it's nearly impossible to solve a random murder. 99% of the time the people involved are related in some way, there's motive, there's a relationship, there's links to follow.

Serial killers usually have none of that. No relationship to the victim, no clear motive. It seems random. To catch a serial killer cops basically need dumb luck or to there to be enough time to find patterns and build a case or for the serial killer to start actively engaging with them.
