yeah the third act is weaker than the other two. The film is at it's most entertaining when Sam has to navigate increasingly more bizare tiers of bureaucracy.

Because it was always a gamble. Studios made a large number of movies a year and not all of them made money but enough of them made money to keep the studio afloat.
I don't think Brazil made money but it didn't bankrupt the studio either.

I've watched this movie once when I was like 18 and it was extremely good, yet depressing.
Now I'm afraid to watch it again because I don't want to be disappointed if it isn't as good as I once thought, but I also don't want to be depressed if it's good.

It didn't have much of a chance, the studio really didn't like it and kept trying to edit it and the director wouldn't relent, so its release was really troubled.
