When do you think was the moment Norman Osborne died and stayed dead?
He put up a good fight for a lot of the movie, and was a genuinely good person before he got unlucky with the test. I don't think old Norman was around by this climax. "Thank God for you Peter" was obviously just the Goblin putting on a show.

One thing Raimi was great at was take genuinely decent people and turning them into slaves of their own ambition. Sandman was also a great tragic character. Spider-Man 3 could've been godtier if Sony didn't force Venom in.
