This remained true through the playstation/N64 era but to a lesser extent. At least 75% of all games sold in the late 80s and early 90s were to rental stores, which then resold them as used games. Its the same reason people had very small VHS movie collections at home, besides disney classics.
Game rentals were the reason western games were made more difficult than their japanese counterparts. They wanted to make sure you couldnt beat their flagship games on a one night rental. Games were designed to attract repeat rentals, or if possible, to have enough content to be worth owning.
