It's definitely not based on merit most of the time, but Leo is legitimately mediocre. I haven't seen all his films, but his only truly good performances are in The Departed and Blood Diamond. He definitely shouldn't have an Oscar for Inarrituslop.

Additionally, his major claim to fame came from Titanic which was seen as a soppy romance drama film (essentially a lifetime movie with a big budget) and he was considered a pretty-boy with no acting ability.

He regularly is in top 2/3 performances but the other person is usually justified in winning also. He’s great in Wolf of Wall Street, but McConaughey is great in Dallas Buyers Club. He’s great in Blood Diamond, but Forrest Whitaker had his best performance ever as Idi Amin. He’s great in was great in the aviator, but so was Jamie Foxx in Ray
