In his opinion it didn't matter if the king was benevolent or evil, because the alternative was eternal struggle for power, which he saw as the "larger evil".
Just take a second and think about this in the context of modern day politics, everytime a politician speak, it's part of a power play, it's always "my opponent", or the speak rehearsed sound bits that they know will poll well with certain demographics or they act as a mouthpiece for their benefactors that sustain their power.
His philosophy is a little deeper than what i outlayed, he believed that mankind need that near omnipotent power, not to rule over them, but as an absolute monopoly on violence, challenging all human energy forward productive endeavours. If you can win by killing/stealing, because the god king will punish you, you have to win by trade, by crafting..
Now think about Starwars, the rebel alliance is always embedded with criminal enterprises, smugglers, hitmen, thieves, murders.. Their republic when we first encounter it is in a civilwar, and political division/infighting makes them non-functional. They are everything Hobbes warned would happen in the absence of the absolute monarch.
