The reason that these characters worked so well is because they spent their time doing something other than just training, fighting, or powering up. Not that there's anything wrong with characters who want to get stronger and fight, but when that's all that they do then of course people will like different characters if only for the variety.

Satan beating up that shooter and "defeating" Boo by befriending him is such a well-liked thing in the series because the other characters don't usually engage in this kind of thing (Goku spends the first half of Z trying to spare and befriend his enemies and it always backfires) and it feels refreshing. It's the same thing with 16 dying still being a great moment, even though he didn't have that much of a connection to Gohan, he is the one important DB character to die, and stay dead forever, because he didn't have a soul so he doesn't have infinite immortality.
