"They" as in the people who did are the ones trying to clean the lens to show the others the outside is clean.
It was an interesting uno reverse for the viewer but still retarded. The could have just put a little wiper on the fucking thing.

Only the person who goes out to clean gets shown its nice out, so they want to clean the camera to show everyone else. The Silo is pretty much a massive psychological experiment and the people running it do need people to be sent out occasionally as a form of control over everyone. Also in the books the cleaning isn’t as big of a deal, people don’t even watch it on the screens.

The trick was a control mechanism: cleaners were shown a false, green world through their visors so they’d willingly wipe the silo’s sensors before dying, while the people inside only ever saw the bleak wasteland. This served two purposes
1. keeping the camera feeds clear for surveillance
2. reinforcing the belief that the outside was hopelessly toxic, which discouraged rebellion or escape.

actually i just remembered the purpose, bernard mentions that jules is supposed to die "on schedule" because of the bad tape on the suit, so the false images the cleaners are shown is to make them waste time so the toxins can destroy the shit tape and then kill them

a cleaning is supposed to be rare like once every many years/a generation. when they see the outside is 'fine' their first instinct is to show it to the people inside by cleaning not to doubt what theyre seeing remembering how others who cleaned reacted to going outside. wasting time doesnt matter since they'll die anyway no matter what theyll do but the whole ritual is meant to satisfy the silo's curiosity and assure them that the outside is still unsafe. thats why its important to manipulate the cleaners into cleaning

Except everyone who is sent out is from the silo and has seen the recording that the world is shit through what we see as fairly good quality cameras that aren't obscured by dirt making the super nice world seem crap. It's a completely stupid set up.
