I don't think they want to end their breadwinning manga but I also think Ikko is being very intentional in making Sachi behave in this "unwholesome and clearly divisive" way.

His comments in the extras give a clear idea on why: 1) he was a loner at school and to this day still dislikes "loud/popular types" 2) he develops bias towards certain characters precisely because they're not popular. Semi-relevant but the artist used to be a hikikomori and occasionally tells Ikko about how some girls would talk and behave, so her own life experience in some form is reflected in Watamote as well.

So while both Sachi and Fang grew in complexity like other unexpected background characters of the series, at the end of the day they're a potential representation of Nico and Ikko's idea of bullies that they despised back in the day. They were made as a contrast to Tomoko's growth: as Tomoko's circle grew larger, the bullies lost friends and started becoming the butt of the joke.

Therefore I'm sure the moment Ikko realized in that popularity poll that he made SachiFang too awfully shippable he must've had a Kojima moment and thought "well shit, she's TOO popular. I'm writing Sachi in a very unambiguous het way from now on so she's less liked". The fact he keeps denying any bait left for SachiFang implies he specifically aims for Sachi to stay as a bully with shallow desires and interest-based relationships (and got cemented even more by her horny reaction to Tomoki being kissed by another guy compared to she finding Fang so repulsive she goes back to normal).
