All of those Legendary Pokemon are special attackers, meaning they have intentionally lower Attack stats because it's simply not as useful to them. The exception being Arceus with 120 in each stat, giving it a huge stat total. Big crab has no other decent stats.

I recall the canon reason is that God Legenderies project themselves into a weaker form into the physical world, something strong, but comparable to other pokemon.

Others are just rare Pokemon like any other. They hold some sort of importance in nature, but generally they're just the same, and sometimes there are multiple of them.
