Realistically, it wouldn't matter. No shock-troop armor is perfect and its easier to make bigger guns than better armor. In 40k humanity is a middle age empire. The oldest empire is the Necrons, with the Eldar being younger, but the Tau have only been a space faring empire for a few centuries as opposed to humanity which has been in space for many millennia and is constantly battling against its own decay. They're the most common intelligent species in the galaxy, can be found on most known planets, and collectively held the largest plurality of any interest group with in the senate. They've been a space faring species for so long that nobody even remembers what their real home planet was and it's essentially lost to time. It was earth. The space time phenomena that brought humans to the Star Wars galaxy sent them to thousands of years into past with space age technology.
