We have never produced self replicating chemistry in the lab, so we don't know other ways it could be done. That entire branch of chemistry is barely in its infancy because we still haven't cracked abiogenesis. Until we do, we can't definitively say what is or isn't possible as a basis for life.
DNA itself could be a limiting factor in how we evolved and we can't know until we study something else, or build up enough evidence that something else doesn't exist.

Germanium based life is possible, but we have reasons to expect it'd be very rare. The same applies to your silicon life.
The issue is that at higher atomic weights, everything needs more energy and is more unstable.

Realistically, it wouldn't matter. No shock-troop armor is perfect and its easier to make bigger guns than better armor. In 40k humanity is a middle age empire. The oldest empire is the Necrons, with the Eldar being younger, but the Tau have only been a space faring empire for a few centuries as opposed to humanity which has been in space for many millennia and is constantly battling against its own decay. They were the alien invaders snuffing out intelligent life wherever they found it and setting up human colonies to replace it, and now the empire is old, bloated, technologically stagnant, and in constant fear of being unable to defend itself from a number of crises that could lead to an exctinction level event for the species.

Star Wars is also a franchise that portrays humans as being an ancient race of space travelers. They're the most common intelligent species in the galaxy, can be found on most known planets, and collectively held the largest plurality of any interest group with in the senate. They've been a space faring species for so long that nobody even remembers what their real home planet was and it's essentially lost to time. It was earth. The space time phenomena that brought humans to the Star Wars galaxy sent them to thousands of years into past with space age technology.
