Wasnt it just a piece of content art of a cut unit? Cant really be too harsh as it probably was just something brainstormed and not given much thought. Or there was a quota for a number of different designs per unit and this guy was probably the last one they were contractually obligated to submit even tough they already decided on a favorite and more creatively invested in the designs they felt inspired to make. So they just jumbled shit together before the deadline and submitted the final design in the set for audition or whatever the hell you call the process where they pick which pieces of concept art makes it inti the game and what doesnt
