One of Dvalin's tears is located in a treasure chest in the Thousand Winds Temple guarded by a Ruin Guard. We are never given an explanation for how the tear got there, nor are we ever told exactly how Jean learned it was there at all. Another Tear is located in Eagle's Gate, but we don't know why. Dvalin only recently woke up, why are his tears in such weird places under such abnormal circumstances?
Eagle's Gate in particular is a really bizarre location that's completely incongruous with the rest of Mondstadt. Mind you, all of Mondstadt's domains are weird, but Eagle's Gate in particular has absolutely no explanation and seems like it would be more at home in Natlan than in Mondstadt. The domains of Mondstadt imply that there are massive underground structures easily comparable to Enkanomiya, but again, none of them are explained. Obviously, the reason they're the way they are is due to budget reasons; had Mondstadt been released far later, there's no doubt in my mind that they would have been part of an Enkanomiya-like area.
While it's true that Genshin has a bunch of proper nouns, none of it's that hard to keep track of. If anything, Mondstadt just doesn't really explain as much as it should. Many of the structures in Mondstadt seemingly only exist purely because the devs thought they looked cool.
