Her development is both backloaded and competing for screen time with the primary focuses of those chapters, only the final battle lets her take center stage.
The damage even rears its head in Lostbelt; Team A being surprised she's no longer an autistic robot does't hit the way it should because that only really happened when there was hardly a story.
OC4 ends up being bittersweet because it's the satisfying climax of something that should have been more properly built up. Lilith either should have been around years earlier or the Disciples should have had more personal beef with her.
Ideally, there would be a singular manga adaption of the main story that would clean all this up, instead of various single manga by different writers, but I don't see that happening before the game ends.
I want to like Masu more, I just wish the series would let me.
