Are Portal 3, Left 4 Dead 3, Half-Life 3, or Team Fortress 3 ever going to get made? All throughout my childhood I was hyped and excited for these games to potentially come out, but they never did.

a number of members from the portal team wanted to make portal 3 including the lead designer but due to valve's "do what you want" work policy they couldn't get enough people in the company on board. everyone at the company is in lazy work mode just making dota skins for the past decade.
Now we are at the point where it's been so long even if these games do get made it wont involve many, if any of the original team. or they might be wildly out of practice since they've done nothing but make dota skins for the past 20 years.

Comparing the game design and story progression of half life 1 to 2, the gaming industry isn't ready yet. Half life alyx and VR in general are in their infancy, so there's no reason to make them yet.

What excuse? Source 2 is pushed to production. Steam deck is released. Steam OS is released. Half life alyx is basically a super long tech demo. Older games are being patched. Valve is very active right now.

It was added as a new GameFeatureSet to Source 2 hammer, which means there is a team working on maps that specifically use team fortress game logic in source 2. Doesn't mean they'll finish anything, since left4dead is also there and they only used it as a tech demo/cancelled the game to work on VR.

Also on top of all of this, if they don't put out linux SDK tools, the entire exercise aside from getting rid of the proprietary middleware in TF2 which would be a huge good thing, it'd basically be kinda pointless to move TF2 to Source 2.

Portal 3 doesn't need to be made, they ended the story in Portal 2 and don't have any new game mechanics to introduce. Community mods come pretty close, though.
