a number of members from the portal team wanted to make portal 3 including the lead designer but due to valve's "do what you want" work policy they couldn't get enough people in the company on board. everyone at the company is in lazy work mode just making dota skins for the past decade.
Now we are at the point where it's been so long even if these games do get made it wont involve many, if any of the original team. or they might be wildly out of practice since they've done nothing but make dota skins for the past 20 years.

Doesn't mean they'll finish anything, since left4dead is also there and they only used it as a tech demo/cancelled the game to work on VR.
