The ones who are clearly stronger (Juri, Rose, Viper, Kolin, Ingrid(?)) might not qualify to that title because of magics or tech. There are many others like Karin or Sakura who would kick her ass in a fight by winning spirit, but they are generally not considered as strong as she is.

I'm glad that SF6 confirmed that Mai is stronger than Juri, and by extension, Chun-li.
She doesn't have any confirmed wins in the KoF universe, thanks to the fact that KoF jerks off the same 3 or 4 teams every game and everyone else is chopped liver. Fatal Fury Mai is better, but still left vague. So It's good to know Mai isn't some massive jobber like Chunners.

If this was back in her Alpha or SFIII days? Absolutely. But nowadays, Capcom’s pushing newer faces like Kimberly and Juri way harder. Chun’s still got legacy power, but unless they give her another character arc or new moveset revamp, I doubt she’s going all the way again. Still, Capcom knows she prints money, so she’ll never be irrelevant.
