Except no Ray Spheres means no Beast, Kessler's M.O. is the sacrifice of the few to save the lives of the many so the future that is his past never happens, he's only happy if Cole takes the power for himself because that means he'll stand a better chance of beating up The Beast, it's not because he believes humanity should be usurped by conduits, even though that kind of person actually has a motive for trying to create Ray Spheres, instead he just wants The Beast dead.
A Kessler prequel game could've been cool, him having to choose between Conduits no longer existing and Conduits dooming humanity, with the canonical choice being the latter ironically turning Cole into the kind of person that'd choose the former, but as it stands, he's just an idiot who could've easily stopped The Beast all on his own.
