Jinhsi told everyone a legendary being will descent from the heavens. Yangyang, Chixia and Baizhi suspects Rover is the one but not fully sure until Rover absorbs Crownless without any equipment. Rover is the one we're looking for, the savior that will save Jinzhou. OF COURSE she gets preferential treatment and everyone is showing their support and cooperation. Rover only became extremely popular after stopping a Threnodian from descending and beat Dreamless. Jiyan, Jinzhou's general was there with Rover, so Rover has verifiable street cred.
