i wouldn't be surprised if there was some dynamic resolution target set to 45 fps

essentially when you turn down the settings it sees more headroom for higher resolution and kills performance again

The only time I gave From a pass for incompetence was original Dark Souls pc port because it was a shoestring, 11th hour thing from a team with no experience.

When was that interview made? If it's around the time Elden Ring was released they probably already stopped giving any kind of updates to older games. Not to mention Bandai Namco probably had a hand in it too, they probably didn't want them wasting resources on older games.
