I think my biggest problem here is her only presence in their journey has been out of the loop, and the only time she actually was in it was a dream she doesn't remember. Kris, Ralsei, and Susie have all had bonding moments that felt natural as a result of their circumstances whereas Noelle's felt more FORCED (which kind of works what with the Dess situation n all). I think there's still room to build up a more meaningful connection between them all with the Holiday's involvement in the plot, though. Kris' relationship works already due to their past being fleshed out, so Susie feels the most inorganic as a consequence.

Toby confirmed it went through development hell in the newsletters. Among other things, he said that once ch3 was figured out, it made doing ch4 way easier because the direction of the game had been set.
In retrospect, i think the S Room game and the Knight encounter were a big part of that.
A LOT of back and forth and cutting was done to make sure chapter 3 actually mattered while maintaining its tone and not dragging out the pacing.
Another clue is how the Stealth Zone original song had Lost Girl motif. Along with the fact Noelle is associated with that box (and boxes with the sneaker Solid Snake), and the Undynegrave crystal dialogue, it seems like somehow it was possible to get Noelle into chapter 3. Maybe Kris would whisper their name after weird route, IDK.
