His unique artstyle compared to the rest of the game plus his animations also make him stand out. Appearance wise they're riffing off the same thing.
Personality wise, Tenna is clearly an extension of Spamton who came out 2 years prior to Digital Circus. Spamton even had some pretty popular fandubs done by Caine's voice actor, again, before the release of Digital Circus.

Tenna is just gorgeous to look at. The SNES 3D Model to 2D sprite look is just brilliant.
