I'd say most of the mangas were never even scanned, let alone issued in pdf format. I'm still waiting for Ashura's final chapters and for that manga GTO ripped off with no remorse, original was made by the guy who wrote Golden Boy.

Stronger DRM exists mostly just to assuage the shareholders, since there is usually a way to make unlicensed copies of games as well. It doesn't need to be more than a mild deterrent to snag most, if not all, of the target audience as long as the service isn't astronomically less convenient than piracy.
