It has some very frustrating quirks and the second half does suck if you're not prepared for it.
In spite of all that it's still a very creative game and has very good atmosphere, shit feels like a fever dream from beginning to end.

Silent Hill 4 is GREAT. Truly the pinnacle of storytelling in our modern era. The Majora's Mask of horror games; brilliant yet misunderstood. A tour-de-force of germinating ideas, creating some of the most resilient immunities to boredom.

I feel like the 'issue' with SH3 is that it doesn't have anything that makes it stand out. SH1 was the first game, the one that established it all, and the one that retrospectivally has the cozy PS1 atmosphere going for it. SH2 is SH2, nuff said. SH4 has its experimental elements with its inventory system, AI companion, hub area, repetition of levels and focus on the central villain as the protagonist of the story almost, etc.
SH3 is comparison is just "fine". It does what it does really well, but it doesn't reinvent the wheel. It didn't need to, but it does mean it doesn't stand out as much. It's essentially a retelling of SH1 but on the PS2 as a direct sequel narratively. What makes it stand out is indeed having a female protagonist, and so the scares in the games tend to be tied more with femininity and women fears like stalking, unwanted pregnancy, abortion and the like.

It is an underrated game. SH 1-4 to me seem underrated despite how much praise they get online since its hard to tell just how much of it is actually astroturfing from the same few SH 1-4 enjoyers. Yeah it gets heaps of praise but the sales for the series have never reflected the praise. Its highly possible most normies were too chicken shit to buy and play the games though. Or maybe survival horror will just never sell well unless it is RE.

It's funny because the original version of Resident Evil 5 was also going to focus on horror in broad daylight. I remember feeling pretty hyped at the time because it seemed like both RE and SH were exploring similar concepts, each in their own way, and were therefore slowly evolving together, hand in hand. But I didn't realized how wrong I was. RE5 ended up becoming a soulless action game while Konami disbanded team Silent and let cheap western studios rape the IP to death.

A part of me is convinced that there was a conspiracy against this "daylight horror" concept. Everything went to shit after 2005.

I think it's just a case of Silent Hill not being something everyone will enjoy, but if you're into the kind of things it's going for then you're gonna love it.
An easy comparison would be the work of David Lynch - people into more arthouse or difficult films are going to love it but the majority won't get it. But the people into it are more likely to be film people, and thus be in positions to spread their enthusiasm regarding what they like i.e. film websites, film magazines, journals, blogs etc.

Nevertheless Silent HIll has done pretty well considering what it is.

Have they ever said how far along they got? It feels like a beta for a silent hill game that just got pushed out. I get going for a different idea, but the use of stock sound effects and enemies that donโ€™t even match the area theyโ€™re in seems like they were just throwing assets together from old games mixed in with whatever they made for the actual game itself and just said โ€œfuck it well do it liveโ€. And thatโ€™s before you take into account the very obvious enemy placement and lack of balancing they did for most of the levels.

Game was clearly rushed and Team Silent probably lost a lot of passion for the series at this point anyways since it was clear Konami wanted them to A) continue to milk the series and B) they weren't allowing the team much freedom or even allowing them to make other games. SH3 was definitely rushed and actually started development at first as a rail shooter of all things. Also iirc SH4 while was originally intended to be a different game from SH altogether it did still change into a SH game relatively early on in its development. Many seem to think it was supposed to be a whole other game and they just slapped the SH name on it but this isn't what I found out about its development.
